Utility Allowance to Employees of Civil Secretariate dt 31.01.2017

Subject: Utility Allowance
I am directed to refer to the subject cited above and to state that the Governor of the Punjab has been pleased to grant Utility Allowance to all the employees in BS-01 to BS-16 and the incumbents of the posts of Private Secretary (BS-17) & Superintendent (BS-17), working in Punjab Civil Secretariat and drawing pay from the payroll of Secretariat Departments with effect from 01.02.2017 at the following rates:

The Utility Allowance will be paid on a monthly basis along with the salary
Utility Allowance will be admissible subject to the following conditions:
(i) The officers/officials of Punjab Civil Secretariat Departments, on deputation or posted by transfer outside the Secretariat, including Attached Departments, field formations, and Autonomous Bodies, will not be entitled to this allowance.
(ii) Secretariat employees during extraordinary leave, study leave, long leave for 120 days or more, training abroad, or under suspension will not be entitled to this allowance.
(iii) It shall not be treated as part of emoluments for the purpose of calculation of pension/commutation and recovery of house rent.
(iv) The employees of Governor’s Secretariat/House and Chief Minister’s Officer, who are already in receipt of actual reimbursement of utility bills or fixed amount on this account, will be entitled to the above facility subject to the condition that they withdraw the existing facility.
