Clarification – Upgradation of Junior Instructor of TEVTA to Instructor –AG 07.05.2018
Please refer to your letter No. DAO/SLK/DA-111/HM/334, dated 21.03.2018, on the subject cited above. As provided in the Govt. of the Punjab, Technical Education and Vocational Training Authority, Lahore order No. TEVTA/ST-07/1-7, dated 14.02.2006, 476 employees have been promoted/upgraded from the posts of Junior Instructors (BS-14) to Instructors (BS-17) with the approval of Chief Minister Punjab. Furthermore, six employees vide letter dated 26.02.2009 and 11 vide letter 13.06.2009 have been declared upgraded/promoted.
In the letter dated 14.02.2006, there was an ambiguity in column-3 under the caption “promoted and posted,” where a sentence was written as, “Promoted/Up-graded as instructor (BS-17) in the same institute,” which created ambiguity among all the instructors regarding the admissibility of a premature increment, which is otherwise admissible only in cases of promotion and not in cases of upgradation.
After the creation of this ambiguity regarding the grant of premature increment, the Govt. of Punjab, Technical Education and Vocational Training Authority, Lahore issued a corrigendum in partial modification of the earlier letter dated 14.02.2006 vide their No. TEVTA/ST-07/1-7, dated 26.09.2008, showing the names of only the (45) instructors with their seniority numbers, who were actually promoted. By issuing the corrigendum, all the rumors have come to an end. Now it is clear that the premature increment shall only be admissible to the officers who were promoted, and their names are included in the above-referred corrigendum dated 26.09.2008 (copy enclosed).
In light of the position explained above, you are hereby directed to take necessary action accordingly and fix the pay of the above instructors as per Rule 10(1)(i) of the Pay Revision Rules 1977 and other instructions issued from time to time by the Govt. of Punjab on the subject. This issue has been approved by the Additional Accountant General (TM).
