Upgradation of Data Entry Operator – Computer Operator – AG Letter – 10.12.2019
OFFICE MEMORANDUM
Subject: Upgradation of Data Entry Operator
Please refer to Finance Department letter No.FD.PC.40-43/2017(E), dated 14.12.2018 and subsequent letter No.FD.PC.40-43/2017(437/19), dated 19.09.2019 duly endorsed by this office vide No.TM-I/H-3-1/SR/2018-19/347 dated 19.09.2019, on the afore noted subject.
- It has been observed that the above instructions are not adhered to strictly by the various departments as well as District Accounts Offices in the Punjab and the computer personals are being up-graded against the provisions of above policy letters of Punjab Finance Department. The Accountant General Punjab has expressed great concern and directed that all the cases of up-gradation to the computer personals (Data Entry Operators/Computer Operators/Key Punch Operators/Key Punch Verifying Operators/composers/System Operators) may be re-verified in accordance with the Finance Department above referred letters henceforth.
- It is further added that all the computer personals cannot be granted up gradation simply having the qualification equal to higher post but the designation of the incumbents at the time of their appointment shall be considered for further necessary action. For example, a Data Entry Operator or computer personals (Data Entry Operators/Computer Operators/Key Punch Operators/Key Punch Verifying Operators/composers/System Operators) shown in column (B) of the circular letter dated 14.12.2018 can only be upgraded to BPS-12 without referring the qualification he possesses and shall be redesigned as Junior Computer Operator. He will only be granted higher pay Scale in case of promotion or appointment to the higher grade as prescribed in the rules as fresh candidate. The current case is only for up-gradation of the existing posts.
- This office referred various Notification of Lahore High Court, LHR including notification bearing No.99/LEC/IE/VII.B.3(M) dated 10.03.2017 to Government of the Punjab, Finance Department on the basis of which data Entry Operator were granted BPS-13 to BPS-14, vide this office letter bearing No.TM-I/1-1A/LHC/2018-19/2763 dated 26.02.2019, in response of which Government of the Punjab, Finance Department vide letter No.FD.PC.10-1/78 (P-III) (651A) dated 14.03.2019 responded that “the issues of Lahore High Court / District Judiciary are under discussion between Registrar, Lahore High Court and Finance Department.
- In the light of the above position, it is once again directed that the up gradation of computer related posts shall be decided in accordance with the latest policy revealed by the Government of Punjab Finance Department. If any case is reported in which wrong up-gradation is granted to any person contrary to above said policies will be dealt with under E&D Rules.
