Clarification – Transfer of GP Fund Balances for the Computer period falling after 01.05.2013 – AG – dt 04.02.2022
In a directive dated February 4, 2022, the Accountant General Punjab issued a comprehensive clarification regarding the transfer of GP (General Provident) Fund balances for periods managed by computer systems after May 1, 2013. This communication aims to ensure clarity and adherence to established procedures in managing these financial transactions within government offices across Punjab.
The directive emphasizes that GP Fund balances generated through the SAP (Systems, Applications, and Products) system post-May 1, 2013, are considered secure and reliable. These balances do not require transfer through Data Input Sheets to other accounting offices. Instead, the verified recalculation sheets, which are countersigned by the relevant Assistant Accounts Officer, serve as sufficient documentation for the transfer process.
However, the directive specifies a crucial exception: GP Fund balances that involve adjustments necessitate a detailed month-wise verification through Data Input Sheets. This meticulous process is crucial to ensuring the accuracy and credibility of financial transactions associated with these balances. It aligns with regulatory requirements from the provincial exchequer, aiming to prevent discrepancies and maintain financial transparency.
The communication underscores the importance of strictly adhering to these procedures across all levels of administration within the Punjab government. By doing so, it aims to uphold financial integrity and transparency while optimizing operational efficiency in managing GP Fund balances.
For effective implementation and understanding, copies of this directive were disseminated to key stakeholders including the SP3 (Special Secretary) to the Accountant General Punjab, Director General (DADS), PS (Personal Secretary) to Secretary Finance, Government of Punjab, all Deputy Accountant Generals, and all Accounts Officers within District Accounts Offices across Punjab.
This directive reflects ongoing efforts to streamline the management of GP Fund balances, ensuring compliance with regulatory standards and promoting effective financial governance within the Punjab government.
