Clarification – Time Scale Promotion to Patwari of Revenue and Irrigation Department – AG dt 18.02.2021

Subject: Time Scale Promotion to Patwari
Kindly referred to the Government of Punjab Finance Department letter No.FD.PC.40-80/2015 dated 26.07.2017 and on the subject noted above.
It is submitted that the Patwaris working in revenue and irrigation department in District Mianwali have been granted time scale promotion/upgradation by the concerned Department on completion of 10 years Service in their respective Scale. This Office has not yet fixed the pay of the Patwari who have been granted time Scale promotion/Up-graded in next Scale and returned the Service Books with the remarks that Patwaris have promotion channel for more than one time i.e patwari to Qanoon go, and Qanoon go to Naib Tehsildar (after passing Departmental examination) as per existing Service Rules of Revenue Department.
This office is of the view that said Government employees are not entitled for time Scale Promotion/up-gradation having promotion channel for more than one time.
Keeping the facts stated above the viewpoint of this office may kindly be confirmed or necessary guidelines be issued to proceed further in the matter.
Please refer to your letter No. DAO/MWI/Admn/HM/1612/01 dated 01.01.2021 on the subject cited above.
2. The views of your office in letter ibid are hereby confirmed in the light of the Government of the Punjab, Finance Department letter No.FD.PC.40-80/2015 dated 26.07.2017 that time scale promotion in BS-05 to BS-15 is allowed where none or only one-time promotion in the entire service is prescribed in the rules.
