Subject: Time Scale Promotion To Employees
Will the Deputy Secretary (Personnel), Government of the Punjab, S&GAD Department, kindly refer to his letter No. SOP.III(S&GAD)3-15/2014(PL) dated 17.08.2017, on the subject noted above?
Seriatim reply of the reservations of Administrative Department is as under:

1. | What should be the mechanism to assess job performance of Class-IV employees, particularly Naib Qasids, Qasids and Daftries, in addition to PERS already in vogue? | Job performance of Class-IV employees can be assessed through PERS and satisfactory completion of refresher courses. | |
2. | What kind of refresher courses can be adopted for the Class-IV employees and from where these courses may be got conducted? | Welfare Wing, S&GAD, should arrange refresher courses under local arrangement by hiring Consultant/s. | |
3. | Whether DPC is pre-requisite to granting time scale promotion to the employees in BS-1 to BS-4? | There is no condition of DPC in terms of new policy. | |
4. | What kind of methods and modes can be adopted for up-grading skills of employees in BS-1 to BS-4? | The Consultant/s to be hired by Welfare Wing, S&GAD, to devise a comprehensive plan for upgrading their professional skills in their respective fields. | |
5. | Whether Administrative Departments may grant time promotion to the employees working in the respective departments at their own level? | Yes. | |
6. | Whether the benefit of time scale up-gradation to the Class-IV employees is subject to Amendment in the Service Rules? | Personnel Wing may approach Service Rules Committee for amendments in the service rules for reflection of conditions mentioned in Finance Department’s notification dated 21.06.2017. However, it is clarified that amendments in the service rules are applied prospectively. It is further clarified that the benefit of time scale promotion can be granted without conditions envisaged in Para 2 of Finance Department’s notification dated 21.06.2017, till the amendments in the service rules. | |
7. | If an employee has served more than 30 years and presently working in BS-2, whether he is entitled for next two scales consecutively or his case for each scale will be processed separately? | In terms of Finance Department’s notification dated 21.06.2017, employees in BS-1 to BS-4 who have been allowed up-gradation into next pay scales, four times in whole service on satisfactory completion of 8, 16, 24, and 30 years of service from the date of regular appointment. If an employee has served more than 30 years and presently working in BS-2, who was promoted to BS-1, is entitled to BS-5 with effect from the date of completion of 30 years. However, date of effect will not be earlier than 21.06.2017. |
