Withdrawal of Upgradation granted under 4 Tier Service Structure to Allied Health Professional dt 08.06.2023

Subject: Tier Service Structure
I am directed to refer to this Department’s letter of even number dated 04.10.2022 & your letter No.6040/CH&ICH, dated 28.04.2023 on the subject captioned above.
- In this regard, it is stated that Government of the Punjab, SHC&ME Department up-graded / re-designated the posts of paramedical staff vide Notification dated 24.11.2011. According to which, re-organization of Paramedical Cadre under 4-Tier Allied Health Service Structure was allowed with the ratio of 50:34:15:1 (i.e. BS-9, 12, 14 & 16) and all the existing categories of Allied Health Professional (Paramedics) falling in BS-5 to 8 were placed / up-graded with its re-designation as Junior Technician (BS-09) as one time dispensation.
- It is difficult to mention here that the post of Assistant Physiotherapy is not a part of 4-Tier Service Structure. Whereas, in this instant case, Mr. Chaman Lal was illegally up-graded from Assistant Physiotherapist (BS-16) to Technologist (Physiotherapist Technology) (BS-17) w.e.f. 02.05.2015 by the Medical Superintendent, the Children’s Hospital & Institute of Child Health, Multan, vide order dated 23.09.2015. Moreover, the Competent Authority of the post of Assistant Physiotherapist (BS-16) is the government as per Section 16 of the Punjab Civil Servants (Appointment and Conditions of Services) Rules, 1974.
- Foregoing in view, the Competent Authority has been pleased to direct you to withdraw the order dated 23.09.2015 ab-initio regarding illegal up-gradation of Mr. Chaman Lal from Assistant Physiotherapist (BS-16) to Technologist (Physiotherapist Technology) (BS-17) w.e.f. 02.05.2015 and overpayment in salaries may also be recovered from him since his up-gradation, under intimation to this Department and all the concerned.
