Subject: Technical Quota
I am directed to refer to the subject cited above and to state that Admin Wing of S&GAD Lahore has circulated Policy regarding posting of Technical Officers as Section Officers against 20% Technical quota in Administrative Departments, vide letter dated 14.02.2018 (copy enclosed).
2. I am further directed to request to kindly bifurcate General / Technical posts as per PMS Rules 2004 and implement the above mentioned policy in letter & spirit.
I am directed to refer to the above subject and to state that the Administration Wing, S&GAD, is in receipt of requests from different Departments for posting of technical officers (BS-17) appointed on contract basis, as Section Officers against 20% Technical Quota posts reserved in the Secretariat Departments in the share of Technical & other services. These posts are filled in from amongst regular employees of Attached Departments under the PMS Rules, 2004. Since, the mode of recruitment in almost all the Attached Departments is ‘contract’, regular employees are not available with them and resultantly, the posts of Section Officers to be filled in against the Technical Quota are lying vacant in most of the Administrative Departments. Accordingly, these Departments are pressing for posting of contract employees as Section Officer against Technical Quota posts.
- The case was referred to the Regulations Wing, S&GAD, for advice whether the contract employees (BS-17) of Attached Departments may be posted as Section Officer (BS-17) against Technical Quota posts or otherwise. The Regulations Wing of S&GAD viewed that the instant issue is purely an administrative matter; hence, Administration Wing of S&GAD may decide the matter after detailed deliberations in a meeting to be represented by Regulations Wing, S&GAD, Law & Parliamentary Affairs Department and Finance Department.
- Accordingly, as per advice of the Regulations Wing, S&GAD, Additional Chief Secretary, Punjab, constituted a Committee comprising of the following, to examine and discuss the issue at length in its true perspective and submit the recommendations:
i) Additional Secretary (Admn.), S&GAD. – Convener
ii) Representative of Law & PA Department. – Member
iii) Representative of Regulations Wing, S&GAD. – Member
iv) Representative of Finance Department. – Member
After due deliberations, the Committee unanimously made the following recommendations in its meeting held on 25.01.2017:
i) Selection of suitable officer to be posted against Technical Quota posts in a Secretariat Department may be left to Administrative Department concerned;
ii) Officer of the same scale/rank whether regular or contract appointee may be allowed to be posted. However, preference be given to regular employees, if available.
iii) Administrative Department may recommend officers for posting keeping in view their qualification/experience vis-Ã -vis job requirements;
iv) The minimum length of service should be three (03) years.
v) Such posting may be post specific and posting tenure of the incumbent will be three (03) years.
vi) Technical officers posted in the Secretariat should not be assigned the matters of establishment and/or administrative nature. Their services should be utilized only for technical and professional business of the Department.
vii) Technical/Professional officers of a department may be posted only in the Secretariat of his own Department. He may not be rated as equated with the officers belonging to PMS/PAS cadre eligible to be posted in any Department on an establishment/administrative post.
Attention of all concerned is hereby drawn to the afore-mentioned instructions for compliance in true letter and spirit.
