SOP for Changes of Bank Account of Govt Employees and Pensioner
All the Accounts Offices i.e. AGPR, Islamabad and its Sub offices at Karachi, Lahore, Peshawar, Quetta, Gilgit the Provincial AG offices, the District Accounts Offices and Accounts Offices of the Self Accounting Entities shall observe the following SOPs for changing Bank Accounts/IBAN for the purpose of monthly salary/pension and other payments in respect of Government Employees and Pensioners.
1. The Accounts Offices shall change the Bank Accounts/IBAN of the Employees and Pensioners after obtaining the following documents.
(i). FOR EMPLOYEES
a. Change Form duly signed by the Drawing and Disbursing Officer (DDO) of the Department/Office.
b. NOC from the existing Banker on the specified format duly countersigned by DDO of the department/office.
(ii). FOR PENSIONERS
a. Written request of the pensioner for change of bank accounts
b. NOC from the existing Banker on the specified format.
The Accounts offices shall verify the NOCS with the authorized specimen signatures (where provided by the Bank)

2. For Employees:
If you are a government employee and want to change your bank account or IBAN, you need to provide:
- Change Form: Complete a Change Form, which needs to be signed by the Drawing and Disbursing Officer (DDO) of your department or office. The DDO is a senior official responsible for managing and authorizing payments.
- No Objection Certificate (NOC): Obtain an NOC from your current bank. This certificate should follow a specific format provided by the Accounts Office and must be countersigned by the DDO of your department. The NOC confirms that your current bank has no objections to the change in your account details.
3. For Pensioners:
If you are a pensioner and need to update your bank account or IBAN, the process is slightly simpler:
- Written Request: Submit a formal written request to the relevant Accounts Office asking for the change of your bank account details.
- No Objection Certificate (NOC): Get an NOC from your current bank. Unlike employees, pensioners do not need to have the NOC countersigned by a DDO.
4. Verification Process:
Once you have submitted the necessary documents, the Accounts Office will verify the NOCs. They will check the NOCs against the authorized specimen signatures provided by the bank to ensure the documents are valid and genuine.
5. Summary of Steps:
- For Employees:
- Fill out and sign the Change Form.
- Obtain an NOC from your current bank and have it signed by your DDO.
- For Pensioners:
- Submit a formal written request for the change.
- Obtain an NOC from your current bank.
