Subject: Rules of Business
No. SO(Cab-I)2-4/2020(S.P).- In exercise of the powers conferred under Article 139 of the Constitution of the Islamic Republic of Pakistan read with rule 49 of the Punjab Government Rules of Business 2011, Governor of the Punjab is pleased to make the following amendments in the Punjab Government Rules of Business 2011, with immediate effect:
AMENDMENTS
In the Punjab Government Rules of Business 2011:
1. In rule 2:
- in clause (g), after the words “Additional Chief Secretary in Services and General Administration Department”, the words “and Additional Chief Secretary South Punjab” shall be inserted;
- in clause (1), the existing proviso shall be omitted;
- in clause (y), after the expression “Additional Chief Secretary South Punjab,”,
- the expression “the Secretary South Punjab,” shall be inserted;
- in clause (z), the word “and” shall be omitted; and
after clause (z), the following shall be inserted:
“(za) “South Punjab” means the area consisting of the revenue jurisdiction Bahawalnagar, Bahawalpur, Dera Ghazi Khan, Khanewal, Layyah, Lodhran, Multan, Muzaffargarh, Rahim Yar Khan, Rajanpur and Vehari as notified by the Board of Revenue;
(zb) “South Punjab Secretariat” means the Secretariat consisting of the departments with the suffix ‘South Punjab’ mentioned in column 2 of the First Schedule; and”.
2. In rule 3:
a) in sub-rule (2), the words “or may create more than one Department for same set of subjects in public Interest” shall be omitted; and
(b) In sub-rule (3), the existing proviso shall be omitted.
3. Rule 9A shall be omitted.
4. In the First Schedule:
- At Sr. No. 1A [Agriculture Department, South Punjab], in column 4, under the heading “Autonomous Bodies & Companies”, the following shall be inserted:
“(1) Muhammad Nawaz Shareef of Agriculture University Multan.”.
- At Sr. No. 13 [Forestry, Wildlife and Fisheries Department], in column 4, under the heading “Autonomous Bodies & Companies”, the existing entry shall be omitted.
- At Sr. No. 13A [Forestry, Wildlife and Fisheries Department South Punjab], in column 3, under the heading “Head of Attached Department”:
- for item No. (ii), the following shall be substituted:
“(ii) Director General, Wildlife and Fisheries, South Punjab.”; and
- the entry at item No. (iii) shall be omitted.
At Sr. No. 16A [Education Department, South Punjab]:
(a) in column 2, under the heading “Secretariat Department” for the existing entry, the following shall be substituted:
“Higher Education Department, South Punjab”;
(b) in column 3, under the heading “Head of Attached Department”, the entries at item Nos. (ii) and (iii) shall be omitted;
(c) in column 4, under the heading “Autonomous Bodies & Companies”:
- for the existing entry at item No. (iv), the following shall be substituted:
“Government Sadiq College Women University Bahawalpur.”;
- for the existing entry at item No. (v), the following shall be substituted:
“Emerson University, Multan.”;
- for the existing entry at item No. (vi), the following shall be substituted:
“Women University Multan.”;
- for the existing entry at item No. (vii), the following shall be substituted:
“Ghazi University, Dera Ghazi Khan.”;
- after item No. (vii), the following shall be inserted:
“Muhammad Nawaz Sharif University of Engineering and Technology Multan.
Khwaja Fareed University of Engineering and Information Technology, Khan.”
5. At Sr. No. 18 [Housing, Urban Development and Public Health Engineering Department], in column 4, under the heading “Autonomous Bodies & Companies”, the entry at item No. (iii) shall be omitted.
6. At Sr. No. 18A [Housing, Urban Development and Public Health Engineering Department South Punjab], in column 4, under the heading “Autonomous Bodies & Companies”:
- at item No. (ii), for the words “Fort Monroe”, the expression “Koh-e-Suleman” shall be substituted; and
- after item No. (vi), the following shall be inserted:
(i) Multan Development Authority.
(ii) Parks and Horticulture Authority, Multan.”.
7. At Sr. No. 26 [Livestock & Dairy Development Department], In column 4, under the heading “Autonomous Bodies & Companies”, the entry at item No. (ix) shall be omitted.
8. At Sr. No. 26A [Livestock and Dairy Development Department, South Punjab], in column 4, under the heading “Autonomous Bodies & Companies”, the following shall be inserted:
“(1) Cholistan University of Veterinary and Animal Sciences Bahawalpur.”.
9. At Sr. No. 27A [Local Government and Community Development Department, South Punjab], in column 4, under the heading “Autonomous Bodies & Companies”, after the item No. (v), the following shall be inserted:
“(vi) Dera Ghazi Khan Waste Management Company.”.
10. At Sr. No. 31B [Health Department, South Punjab]:
- in column 2, under the heading “Secretariat Department”, for the existing entry, the following shall be substituted:
“Primary and Secondary Healthcare Department, South Punjab”; and
- in column 4, under the heading “Autonomous Bodies & Companies”, the entries at item No. (ii), (iii), (iv), (v), (vi) and (vii) shall be omitted.
11. After Sr. No. 35 [School Education Department]:
(a) the following shall be omitted:

(i) Encashment of leave preparatory to retirement of BS-01 to BS-18 employees.
(j) Fixation of pay of officers or officials.
(k) Sanction for pension and commutation of pension according to title confirmed by Accountant General Punjab. - Budget, Accounts and Audit matters.
- Procurement of goods and services under relevant laws and rules.
- Administration and Management of Attached Departments, Autonomous Bodies and Companies:
(a) Seeking comments, information, clarification of relevant points from Attached Departments or Autonomous Bodies and other relevant agencies or organizations.
(b) Inviting comments of Attached Departments or Autonomous Bodies and other relevant agencies or organizations on appeals, petitions, and representations.
(c) Appellate forum against the decision of Head of Attached Department and Autonomous Bodies under the prevailing Acts, rules and regulations of the concerned Attached Department, Autonomous Bodies and Companies. - Disposal of Complaints received from Prime Minister’s Portal, Chief Minister Complaint cell, Chief Secretary Complaint cell, Overseas Pakistanis and general applications.
- Initiation of summaries and identification of development Schemes.
- Implementation of relevant laws, rules, functions and policies of the Government related to Agriculture Department.
(2) After the existing entry under the heading “BOARD OF REVENUE”, the following shall be inserted:
“BOARD OF REVENUE SOUTH PUNJAB”
1. Judicial powers under Revenue laws.
2. Service matters related to the officer or staff posted in Board of Revenue South Punjab.
3. Budget, account and audit matters.
4. Purchase of stores and capital goods for the Department.
5. Matters related to Colonies Department except policy matters.
6. Matters related to Consolidation Department except policy matters.
(3) After the existing entry under the heading “COMMUNICATION AND WORKS DEPARTMENT”, the following shall be inserted:
