Subject: Reimbursement of Medical Charges
I am directed to refer to your letter No.TM-I/H-3-9/2018-19/1019, dated 18.02.2020 on the subject cited above and furnish the following queries are as under:-

1 | Whether the mother is included in the list of family members of a civil servant? | As per pay Revision-1983 Definition of “Family” the word “family” for the purpose of medical treatment shall also include parents of the Government Servant residing with and dependent on him. |
2 | Whether the neurosurgery treatment is reimbursable? | Neurosurgery as advised by Authorized Medical Attendant in Provincial Government Hospital as per Section 2 read with 3 of West Pakistan Government Servants (Medical Attendance) Rules,1959 is reimbursable. |
3 | The items such as stent used in the neurosurgery are reimbursable? | Therapeutic substance as mentioned at Section 2(h)(iii) of West Pakistan Government Servants (Medical Attendance) Rules,1959 also include medical devices as read with Section 2(xxxvi) of DRAP Act, 2012. Stent/coil fall in category of medical devices. In view of above the said items are reimbursable (copy enclosed). |
4 | Whether the Advocate General Punjab can sanction reimbursement of a claim less than 1.00 million? | As per Schedule First of the Punjab Delegation of Power Rules, 2016 the Advocate General, Punjab is Category-I Officer. According to Sr. No.21 of the Second Schedule (Part-I) of the Punjab Delegation of Financial Power Rules 2016 (copy enclosed) the Officer in Category-I has power to sanction reimbursement of medical charges up to Rs.0.500 million in each case. While Administrative Department has power to sanction reimbursement of medical charges up to Rs.1.500 million in each case. |
5 | Whether the disease suffered by the claimant’s mother falls within the list of diseases mentioned in Notification No.FD.SR-I/1-78/2010 dated 03.02.2012? | Disease i.e. Mirror Aneurysm fall in vascular disorder at Sr. No.1 of said Notification. |
6 | Whether the items which are mentioned in the medical bills can be reimbursed according to the West Pakistan Government Servants (Medical Attendance) Rules, 1959? | Therapeutic substance as mentioned at Section 2(h)(iii) of West Pakistan Government Servants (Medical Attendance) Rules, 1959 also includes medical devices as read with Section 2(xxxvi) of DRAP Act 2012. Stent/Coil fall in category of medical devices. In view of above the said items are reimbursable. |
