Clarification – South Punjab Re allocation Allowance to South Punjab Secretariate dt 04.03.2022

Subject: Re allocation Allowance
I am directed to refer to your letter bearing No. SO(G)/S&GAD/SP/7-3/2020 dated 17.02.2022 on the subject noted above.
2. It is submitted that according to Finance Department Lahore’s circular letter dated 11.12.2020 (copy enclosed), the Competent Authority has been pleased to grant South Punjab Re-Allocation Allowance w.e.f. 27.08.2020 for officers/officials posted to South Punjab Secretariat @ 100% of monthly Basic Pay for officers / officials not receiving South Punjab Secretariat Allowance and @ 75% of monthly Basic Pay for officers receiving South Punjab Secretariat Allowance and who are drawing pay from the payroll of South Punjab Secretariat Departments. The matter was further clarified by Finance Department Lahore’s circular letter dated 15.07.2021 (copy enclosed) that South Punjab Re-Allocation Allowance will be admissible to those officers/officials who are posted by S&GAD and drawing their pay from the payroll of Secretariat Departments in the light of para-3 of letter dated 11.12.2020.
3. It is further submitted that under Schedule-V of Punjab Government Rules of Business 2011, S&GAD is the only authority to make transfer / posting from the Secretariat to attached departments / field formations and vice versa. Administrative Secretaries can only make transfers / posting within their own Department.
4. In view of the foregoing, Finance Department South Punjab is of the view that officers/officials transferred from attached departments/field formations and posted in the departments of South Punjab Secretariat by Administrative Department are not entitled for the grant of South Punjab Re-Allocation Allowance in terms of Finance Department Lahore’s circular letters dated 11.12.2020 and 15.07.2021, rather it will be admissible to those officers / officials who are posted by S&GAD and drawing their pay from the payroll of Secretariat Departments.
