Subject: Promotion of Senior Clerk
Will the Section Officer (E-IV), Government of the Punjab, Communication & Works Department, kindly refer to his letters No. SOE-IV(C&W)8-40/2022-68597 dated 23.11.2022 & 07.10.2022, on the subject noted above?
2. The case has been examined. Administrative Department is advised that:
- The proposal of Administrative Department cannot be acceded to as the policy Notification No. FD.PC.40-43/2017(E) dated 14.12.2018 is applicable across the board and no one can be exempted at his free will.
- The post of Accounts Clerk, being higher tier of Senior Clerk, stood re-designated as Accountant (BS-15) in light of para 1(i) of Finance Department’s Notification No. FD.PC.40-43/2017(E) dated 14.12.2018.
- Administrative Department may get the Service Rules, 1963 amended for separation of the post of Accountant from clerical cadre. Resultantly, the Senior Clerk (BS-14) would be provided promotion directly against the post of Head Clerk / Assistant.
