The notification No. FD.PR.6-8/2004 introduces a Prison Allowance for officers and officials of the Prison Department of Punjab. This allowance is approved by the Provincial Cabinet and comes into effect starting from July 1, 2022. Below is a simple breakdown of the key points covered in the notification:
Purpose of Prison Allowance
The Prison Allowance is granted to compensate prison staff for their difficult and risky work conditions. Working in prisons involves direct interaction with inmates and the responsibility of maintaining security in correctional facilities. These conditions make prison jobs more demanding and stressful than regular government jobs, and the allowance serves as a financial incentive to reward and retain the employees.
This structure ensures that employees across all levels receive an allowance based on their respective roles and responsibilities.
Who Is Eligible?
The Prison Allowance applies to all officers and officials actively serving in the Prison Department. This includes prison wardens, guards, and officers responsible for the supervision and administration of prison facilities.
Who Is Not Eligible?
There are specific conditions under which some officers or officials will not be eligible for the Prison Allowance:
- Suspended officers or officials: If an employee is under suspension due to misconduct, inefficiency, or other disciplinary issues, they will not receive the allowance.
- Officers made OSDS (Officer on Special Duty): Those who have been directed to report to the Prisons Department, Home Department, or Services & General Administration Department (S&GAD) for reasons of inefficiency, misconduct, or indiscipline are not entitled to the allowance.
- Long leaves: If an officer or official is on leave for more than 90 days, extraordinary leave, study leave, or training abroad, they will not receive the allowance for that period.
- Non-Prison Department staff: Employees who are no longer serving in the Prison Department, for any reason, will not be eligible for the Prison Allowance.
Exclusions from Pension and Gratuity
An important aspect of the notification is that the Prison Allowance will not be included when calculating pension, commutation, or gratuity benefits. This means that although the allowance adds to the monthly salary of eligible employees, it will not influence their retirement benefits.
Conclusion
The Prison Allowance serves as a recognition of the unique challenges faced by the prison staff in their daily work. It ensures that the government acknowledges the risk and responsibility carried by these employees, and compensates them accordingly.
The allowance is distributed across different ranks, with higher-ranked officers receiving larger amounts, reflecting the greater duties they handle. However, certain employees, such as those under suspension or facing disciplinary actions, are excluded from receiving the allowance. Furthermore, the allowance does not contribute to pension or gratuity calculations, meaning it is only a monthly financial incentive during active service.
