Subject: PPRA Rules
No. MD(PPRA)51-BOM/2024. In exercise of the powers conferred under section 27 of the Punjab’ Procurement Regulatory Authority Act 2009 (VIII of 2009) read with rule 3A of Punjab Procurement Rules, 2014, the Punjab Procurement Regulatory Authority is pleased to make the following amendments in Punjab Procurement Regulations, 2024 with immediate effect:
AMENDMENT
In the Punjab Procurement Regulations 2024:
1. For regulation 9, the following shall be substituted:
E-opening of e-bid or proposal and e-application:
The e-bid or proposal and e-application for pre-qualification, as the case may be, shall be opened on the e-PADS on the time and place as specified in the bidding documents.
Explanation-I: In this regulation, decryption of encrypted electronic file shall be deemed as opening of the bid as mentioned in the rules.
Explanation-II: If any error is occurred during e-opening of e- bid or proposal and e-application for prequalification, as the case may be, at the time of opening specified in the bidding documents, the e-bid or proposal and e-application for prequalification, as the case may be, shall be opened immediately after error is rectified.”
2. In regulation 16, in sub regulation (2):
- in clause (d) at the end, the word “and” shall be omitted;
- in clause (e), for the expression “full stop”, the expression “; and” shall be substituted and thereafter, the following shall be inserted:
- (f) Notwithstanding anything which compromises the confidentiality of e-PADS with regard to the contents of bids, identification of the bidders, submission of bids and bidding procedure, the Managing Director may, on the basis of sufficient justification provided by concerned procuring agency, provide necessary authorization on e- PADS for a procuring agency to:
(i) update the status of any procurement transaction
(ii) cancel the purchase order; and
(iii) rectify any clerical or procedural mistake inadvertently committed by a procuring agency in the uploading of information during any procurement transaction.”
