Policy for Posting Section Officer in Own Pay & Scale (OPS) dt 27.02.2023
OFFICE MEMORANDUM
Subject: Posting Section Officer
I am directed to refer to the subject cited above and to state that the Competent Authority has constituted a committee to deliberate the guidelines/ long term policy regarding posting of Superintendents and Private Secretaries born at the Cadre Strength of S&GAD as Section Officers, in their own pay & scale (OPS), in Administrative Departments, vide orders dated 13.02.2023 (copy enclosed). The Competent Authority has further approved following policy guidelines for posting of officers as Section Officers on OPS, till the final recommendations of the said committee:
- Not more than 30% posts of Section Officers, out of 80% S&GAD’s share. in each Department, may be considered for posting as Section Officer, on OPS basis, as a stop-gap arrangement and the same should be left at the discretion of the Department. However, the Department should not seek Superintendents / Private Secretaries as substitutes of officers posted on OPS.
- In Administrative Departments, where more than 30% posts of Section Officers are occupied by the officers on OPS basis, may recommend excess officers for reporting back to their substantive posts.
2. I am further directed to request that above mentioned policy guidelines may kindly be kept in view before requisitioning the services of officers for posting as Section Officer on OPS basis.
