Clarification – Non Practice Allowance NPA dt 21.10.2024

Subject: Non Practice Allowance
I am directed to refer to your letter No.TM-I/2-3-A(IV)/2/2021-24/4655, dated 08.07.2024 on the subject noted above.
The case has been examined and following points are clarified as under:

i. | After revision of NPA rates the doctors are submitting affidavits on stamp paper issued in current period stating that they did not practice during the earlier period. The view of this office is that the payment of NPA will be effective from the date of issuance of stamp paper instead of the dates mentioned in the statements on stamp paper. | AS per order of P&SHC Department bearing No.SO(B&A)1-69/2020, dated 21.01.2021 (copy enclosed), NPA has been allowed w.e.f. 01.07.2019 to all doctors irrespective of place of posting subject to the condition that they would submit an affidavit that he /she will not practice privately during his /her services. Hence, the payment of NPA will be effective from 01.07.2019 in light of orders ibid. |
ii. | Some doctors of local periphery (BHUs/RHC) said that they may be paid NPA from back date and that they will deposit the earlier drawn practice this office is that, already drawn PCA shows that they were practicing at that time, a fact that cannot be changed retrospectively. iii. | As per latest clarification issued by Finance Department vide dated 24.05.2024, NPA is admissible to doctors working in P&SH and SH&ME Departments serving on administrative posts. Doctors holding administrative posts are submitting claims of previous periods. The view of this office is that the payment of NPA will be effective from the date of issuance of stamp paper. | Viewpoint of Accountant General Punjab, is confirmed. |
No.SO(B&A)1-69/2020.In pursuance of decision of 48 meeting of SCCFD held on 24th December, 2020 regarding admissibility of Non-Practising Allowance to all doctors working in P&SH Department in Punjab irrespective of place of posting, Finance Department conveys its concurrence upon the following:
- Non-Practicing Allowance(NPA) would be admissible w.e.f. 01.07.2019 to all doctors irrespective of place of posting as per monthly rates mentioned in SH & MED’s letter No.SO(B&A) Misc./2013 dated 27.08.2019 as prior to this date 01.07.2019 doctors working at THQ hospital were not entitled to said allowance in the light of notification of erstwhile health department bearing No.SO(H&D)16/113-69(Prov) dated 04.02.1975.
- Non-Practicing Allowance(NPA) may be allowed to all doctors working in P&SH Department in Punjab who would submit an affidavit that he/she will not practice privately during his/her services, irrespective of their place of posting.
