Subject: Non Gaze-ted Employees
The Federal Employee Benevolent and Group Insurance Funds (FEB & GIF) is an autonomous organization, established under the Federal Employees Benevolent Fund and Group Insurance Act, 1969. FEB & GIF provides social security/financial relief under its nine welfare schemes to the Federal Government employees/their families and those of autonomous bodies who voluntarily joined this scheme with the approval of the Federal Government. According to Sections 12 and 18 of the said Act 1969, every employee has to contribute towards the Benevolent and Group Insurance Funds as per Seventh and Eighth Schedules to the Rules 1972 (Annex-A), in accordance with monthly ‘Pay (emolument reckonable for Pension)’ as defined under Section 2(7) of the said Act.
2. In pursuance of para-1(c) of the approved procedure circulated vide Finance Division’s letter No. F.6.11/69-B.III-703 dated 15.8.1982, the Group Insurance Fund contributions are not recovered from the pay of Federal Government non-gaze-ted employees. These are paid by the Finance Division on their behalf. According to para-1(1) of said procedure, these contributions are claimed on the basis of the number of Federal Government non-gaze-ted employees working in the Federal Government Ministries/Divisions/Departments and reported by the Accounts Offices concerned.
3. Accurate compilation of the number of employees working in various Government departments is necessary to claim the actual amount of contributions of Group Insurance from the Finance Division. Same information is also utilized for formulation of proposals for new benefits for serving/retired and deceased employees. FEB & GIF, therefore, requires data of gaze-ted and non-gaze-ted Federal Government employees who are working under your Accounts jurisdiction (All District Accounts offices of Punjab) as of 1.8.2018 on the enclosed proformae (Annex-B & Annex-C). M
4. It is, therefore, requested that the concerned office(s) may be advised to provide the above mentioned information within 15 days with their contact details to seek clarification, if any.
5. The concerned office(s) while compiling the said information may note that contract, ad hoc or contingent paid employees and employees of the Provincial Governments on deputation to the Federal Government are not to be included as these categories of employees are not provided benefits by the FEB & GIF. In the absence of complete information, we would not be in a position to timely claim contributions of Group Insurance Fund of all the non-gaze-ted employees, which may create Hardship in dissemination of benefits to these employees.
