SUBJECT: Librarian holding Master Degree in Library Science
No.4D.PC.1-1/77(Ptv)(Vol-III). In exercise of the powers conferred under rule 14 of the Punjab Civil Servants Pay Revision Rules, 1977, Governor of the Punjab is pleased to make the following amendment in the Schedule appended thereto, with immediate effect
AMENDMENT/ADDITION
Later the main heading “POSTS COMMON TO DIFFERENT DEPARTMENTS“, after Sr. No. 80, following new entry shall be added:

Designation of the post 2 Librarian
Existing Pay Scale
(i) 400-35-750/50-1000 (NPS-16) For B.A/B.Sc. with Diploma in Library Science.
(ii) 500-50-1,000/50-1,250 (NPS-17) For those possessing Master’s Degree in Library Science
Revised National Pay Scale:
(i) 625-40-825/50-1325(NO.16) FOR B.A/B.S.C with Diploma in Library Science.
(ii) 900-50-1,1150/60-1,750(NO.17) for Those possessing Master Degree in Library Remarks
- Librarian of All Administrative Departments appointed in BS-16 shall be entitled to BS-17 with effect from the date of appointment or passing of Master’s Degree in Library Science, whichever is later; and
- Administrative Departments are competent to grant BS-17 to incumbents of the posts in BS-16 who hold Master’s Degree in Library Science as already clarified vide Finance Department’s dated No.FD.PC.1-1/77 letter 13.12.1982.”

Revised Entry in Service Rules for Librarians:

- Existing Pay Scale (Old System):
- (i): For librarians with a B.A./B.Sc. and Diploma in Library Science, the previous pay scale was 400-35-750/50-1000 (NPS-16).
- (ii): For librarians with a Master’s Degree in Library Science, the previous pay scale was 500-50-1,000/50-1,250 (NPS-17).
- Revised Pay Scale (New System):
- (i): For those with a B.A./B.Sc. and Diploma in Library Science, the revised pay scale will now be 625-40-825/50-1,325 (BS-16).
- (ii): For those with a Master’s Degree in Library Science, the new pay scale is 900-50-1,150/60-1,750 (BS-17).
Key Provisions:
- Upgrading Librarians to BS-17: Librarians appointed in BS-16 who possess a Master’s Degree in Library Science will now be upgraded to BS-17. This promotion will take effect from either:
- The date of their appointment, or
- The date they acquired their Master’s Degree in Library Science, whichever occurs later.
- Administrative Departments’ Authority: Administrative departments have been granted the authority to implement this change. They can grant BS-17 to incumbents currently in BS-16, provided they hold a Master’s Degree in Library Science. This is in line with a previous clarification issued by the Finance Department in a letter dated December 13, 1982.
