Subject: Invalidation Committee for Medical Retirement
NO.SO(H&D)6-38/2017(Invalidation) Consequent upon promulgation of The Punjab Local Government Act 2013, the Competent Authority has been pleased to re-constitute/re-notify the following Preliminary Invalidation Committee/Appellate Medical Board, with immediate effect, by superseding / abolishing all earlier notified
Invalidation Committee/Board:
A. Preliminary Invalidation Committee for Invalidation of Government Servants in BS-01 to BS-15 (Except Lahore)
1) Medical Superintendent, DHQ Hospital Chairman
In the District, where DHQ Hospitals are teaching hospitals, the Medical Superintendent of the concerned teaching Hospital shall be the Chairman of the Committee)
2) Two Specialists according to nature of disease Member
3) Eye Specialists mandatory in case of eye patient Member
B. Preliminary Invalidation Committee for Invalidation of Government Servants in BS-01 to BS-15 (For Lahore)
1) Medical Superintendent, Service Hospital, LHR Chairman
2) Two Specialists according to nature of disease Member
3) Eye Specialists mandatory in case of eye patient Member
C. Preliminary Invalidation Committee for Invalidation of Government Servants in BS-16 and above (Except Lahore)
1) Chief Executive Officer, DHA concerned                                                            Chairman             Â

E. Composition of Appellate Medical Board
1) Director General Health Services, Punjab Lahore Chairman
2) Medical Superintendent, Service Hospital, Lahore                                             Member
3) A Physician from Service Hospital, Lahore                                                      Member
4) A Surgeon from Service Hospital, Lahore                                                         Member
5) Eye Specialists mandatory in case of eye patient                                             Member
2. The afore-mentioned Committees/ Board shall act / perform its duties as per following Terms of Reference:
- All the persons /Government servants applying for invalidation will first be examined by a specialist. The Specialist will forward his recommendations with full justification for the Invalidation. The same specialist will not be the member of the Invalidation committee/board as far as possible.
- All the Government servants considered fit for invalidation will be examined by the respeclive Preliminary Invalidation Committee/Board.
- The Chairman and all the members of the Committee/Board ‘will sign the report as well as the Invalidation certificate.
- The report of the Invalidation committee will be submitted to the Director General Health Services, Punjab. The DGHS, Punjab will scrutinize the documents and if personally satisfied with the recommendations, will countersign the invalidation certificate.
- Any discrepancy noted in this procedure will be brought to the notice of the Secretary, Primary & Secondary Healthcare Department who will direct the Appellate Medical Board to examine the reports / procedure adopted by the preliminary Committee/Board.
- The Appellate Medical Board will be empowered to over-rule the findings decision of the Preliminary Invalidation Committee. The decision of the Appellate Medical Board, so laken, will be final.
