No.FD (FR) II-2/89(2016) (P-III). In exercise of the powers conferred upon him under Article 119 of the Constitution of Islamic Republic of Pakistan, 1973, Governor of the Punjab is pleased to make the following amendment / addition under heading Health Department against Sr. No. 4 Second Schedule, Part-I Special Powers to Certain Departments and Officers to the Delegation of Financial Powers Rules, 2016 to authorize Health Councils to carry out minor civil works: –
AMENDMENT / ADDITION
The following financial procedure is approved for carrying out the minor civil works by the Health Councils: –
(i) The Health Councils shall carry out the need assessment under the general supervision of Primary & Secondary Healthcare Department.
(ii) The Medical Superintendent / SMO / Incharge BHU of the hospitals / health facility shall be responsible for maintenance of accounts of receipts and expenditures.
(iii) The vouched accounts shall be subject to inspection / audit by the functionaries of the Primary & Secondary Healthcare Department.
(iv) Each health council shall follow standard procedure including advertisement in newspaper (if required under PPRA).
(v) Primary & Secondary Healthcare Department shall get the Third Party Monitoring (TPM) / Thirty Party Validation (TPV) of the civil works component carried out by the Health Councils on quarterly basis.
Special financial powers are hereby delegated to carry out minor civil works as per following limits: –
