Subject: Government Rule of Business 2011
No.SO(CAB-I)2-18/2018(ROB).- In exercise of the powers conferred under Article 139 of the Constitution of the Islamic Republic of Pakistan read with rule 49 of the Punjab Government Rules of Business 2011, Governor of the Punjab is pleased to make the following amendments in the Punjab Government Rules of Business 2011, with immediate effect:
AMENDMENTS
In the Punjab Government Rules of Business 2011:
1 In First Schedule:
(a) after Sr. No. 15, in columns 1, 2, 3 and 4, the following shall be inserted:

(d) at Sr. No. 31C [Primary and Secondary Healthcare Department, South Punjab], the existing entries in columns 2 to 4 shall be omitted.
2. In Second Schedule:
(a) after the existing entries under the heading “GOVERNOR’S SECRETARIAT”, the following shall be inserted:

- Treatment of patients bitten by rabid animals.

- Port quarantine.
3. Medical profession:
- Indigenous system of medicine.
- Medical attendance of government servants.
- Guidelines regarding levy of fee by medical officers.
- Medical treatment of government employees.
- Medical treatment of general public.
- Medical treatment of prisoners.
4. Control of medicinal drugs, poisons and dangerous drugs (Drugs Act, 1976 (XXXI of 1976) and rules made thereunder).
5. Administration of Drug Courts.
6. Administration of Pakistan Drugs Testing and Research Centre.
7. Collection, compilation, registration and analysis of vital health statistics and estimation of population for future projections.
8. Matters relating to companies and autonomous bodies.
9. Matters relating to district health services.
10. Matters relating to nursing; administrative control of the nursing cadre in the Province in respect of those working under the department or in the non-teaching hospitals.
11. Preparation of development schemes, budget, schedule of new expenditure and annual development program proposals.
12. Emergency services in healthcare.
13. Matters relating to narcotics control and ancillary matters including:
(a) Legislation regarding sale and use of psychotropic substances or narcotic drugs.
(b) Treatment and rehabilitation of drug addicts, in coordination with the Social Welfare and Bait-ul-Maal Department.
14. Matters relating to District Health Authorities:
- Policy, guidelines and instructions of the Government regarding District Health Authorities.
- Service Delivery Standards.
- Performance reviews.
- Coordination with Local Government and Community Development Department in respect of provisions of the Punjab Local Government Act 2022 (XXXIII of 2022) regarding District Health Authorities.
- Coordination with Finance Department in connection with determination of Punjab Finance Commission share of, and other financial grants to, the District Health Authorities.
- Policy matters, planning, designing and implementation of outsourcing of Health facilities and functions under the Punjab Public Private Partnership Act 2019 (XXX of 2019).
- Matters incidental and ancillary to the District Health Authorities.
15. Matters relating to Directorate of Drugs Control.
16. Matters relating to Population Welfare:
- Population policy formulation, implementation, monitoring and evaluation.
- Demographic statistics and analysis.
- Mainstreaming population factor in development planning process.
- Provision of family welfare services including family planning and general medical care.
- Coordination with Federal Government, international agencies, NGOs and donors.
- Procurement and distribution of contraceptives.
- raining, research and development of professional standards.
- Information, education and communication services.
- Promotion of population planning activities through private and other public sector institutions.
17. Purchase of stores and capital goods for the department.
18. Service matters except those entrusted to Services and General Administration Department.
19. Administration of the following laws and the rules framed thereunder:
- The Public Health (Emergency Provisions) Ordinance, 1944 (XXI of 1944).
- The Punjab Vaccination Ordinance, 1958 (XXVII of 1958).
- The Punjab Juvenile Smoking Ordinance, 1959 (XII of 1959).
- The Punjab Prohibition of Smoking in Cinema Houses Ordinance, 1960 (IV of 1960).
- The Allopathic System (Prevention of Misuse) Ordinance, 1962 (LXV of 1962).
- The Unani, Ayurvedic and Homoeopathic Practitioners Act, 1965 (II of 1965).
- The Drugs Act, 1976 (XXXI of 1976).
- The Population Welfare Planning Programme (Appointment and Termination of Service) Ordinance, 1981 (XIV of 1981).
- The Transfer of Population Welfare Program (Field Activities) Ordinance, 1983 (XIX of 1983).The Protection of Breast-feeding and Child Nutrition Ordinance, 2002 (XCIII of 2002).
- The Prohibition of Smoking and Protection of Non-smokers Health Ordinance, 2002 (LXXIV of 2002).
- The Injured Persons (Medical Aid) Act, 2004 (XII of 2004).
- The Punjab Infectious Diseases (Prevention and Control) Act 2020 (XIII of 2020).
17. Matters incidental and ancillary to the above subjects.
HEALTH AND POPULATION DEPARTMENT, SOUTH PUNJAB
1. Service matters:
- Recruitment or appointment in respect of posts in BS-01 to BS-16.
- Ad-hoc or contract appointment (BS-01 to BS-16), subject to Government Policy.
- Posting and transfer of officers or staff as per Policy.
- Deputation cases.
- Appointment of Government Servant against a vacant post in a substantive or officiating capacity.
- Appointment of Government Servant in an officiating capacity or substantively at two or more posts at one time.
- Disciplinary proceedings against Government Servant under relevant laws and rules.
- Suspension of employees (BS-01 to BS-18).
3. Human Resource Management:
- Training and capacity building of employees including nomination for mandatory trainings, fellowships, fully-funded scholarships, etc.
- Grant of additional pay where charge of more than one independent post is held by an officer.
- Permit an employee to accept other employment during leave preparatory to retirement.
- Sanction of all kinds of leave except study leave.
- Extension of joining time up to thirty days.
- Sanction of arrears of salary/allowance.
- Issuance of No Demand Certificate for the purpose of pension and General Provident Fund.
- Final payment of General Provident Fund to the retired or retiring employees.
- Encashment of leave preparatory to retirement of BS-01 to BS-18 employees.
- Fixation of pay of officers or officials.
- Sanction for pension and commutation of pension according to title confirmed by Accountant General Punjab.
3. Budget, Accounts and Audit matters.
4. Procurement of goods and services under relevant laws and rules.
5. Administration and Management of Attached Departments, Autonomous Bodies and Companies:
- Seeking comments, information, clarification of relevant points from Attached Departments or Autonomous Bodies and other relevant agencies or organizations.
- Inviting comments of Attached Departments or Autonomous Bodies and other relevant agencies or organizations on appeals, petitions, and representations.
- Appellate forum against the decision of Head of Attached Department and Autonomous Bodies under the prevailing Acts, rules and regulations of the concerned Attached Department, Autonomous Bodies and Companies.
6. Disposal of Complaints received from Prime Minister’s Portal, Chief Minister Complaint cell, Chief Secretary Complaint cell, Overseas Pakistanis and general applications.
7. Initiation of summaries and identification of development Schemes.
8. Implementation of relevant laws, rules, functions and policies of the Government related to Primary and Secondary Healthcare Department.”;
