Appointment of Chairman Voice Chairman and Technocrat Member in District Health Authority dt 06.02.2017

OFFICE MEMORANDUM

Subject: District Health Authority

The Chair observed/directed during the tele-conference regarding the above mentioned subject as under:

a) The Chairman of the District Health Authority shall be a distinguished and well- educated person, competent enough to lead a large and sensitive organization like the District Health Authority, and he shall be a resident of the district concerned.

b) The Deputy Commissioner of the district, in consultation with:

1. Acting CEO of District Health Authority
2. MS DHQ Hospital
3. Vice Chancellor of a University (if any in the district)
4. Principal of the Public Sector Medical College (if any in the district)  
5. Principles of the leading colleges of Boys and Girls (one each) 
6. President of the District Chamber of Commerce & industry

shall propose a panel of six distinguished personalities of the district from amongst whom the Chairman of the District Health Authority may be nominated, assigning the priority order to the six members panel. Such a list shall be shared with the Commissioner concerned, Secretary Primary and Secondary Healthcare Department with a copy to the Chief Minister’s office.

c) The aforesaid list, after scrutiny by the Commissioner concerned, shall be forwarded to the Secretary Primary & Secondary Healthcare Department who shall place the same before a Panel of Experts at the provincial level which shall be notified separately by the Government. The Panel of Experts shall shortlist the proper the proper candidates for the post of Chairman of District Health Authority, and after an interview shall propose three names against each post of Chairman of District Health Authority to the Chief Minister. Further decisions shall be taken by the Government in light of the recommendations of the Panel of Experts.

d) Similar course of action, as stated above, shall be followed for recommending panels for the post of Vice Chairman of District Health Authority.

e) The Deputy Commissioner, in consultation with the persons mentioned at para (b) above along with two MSs of DHQHS/THQHS and two private hospitals (so far as practicable) of the district, shall propose a panel (2-3 names for one seat) for Technocrat Members of the District Health Authority. The profile of the nominees shall be sent to the Provincial Government through Commissioner concerned and the Panel of Experts shall finalize the names of Technocrat Members of the District Health Authority for each district.

f) It is, therefore, requested that the above mentioned process may be followed according to the timelines given by the Chief Secretary Punjab, positively.
