Subject: Disbursement of Salaries
I am directed to refer to the subject noted above and to state that in line with ongoing efforts for financial transparency, accountability, and operational efficiency, a range of secure, economical and user-friendly digital payment solutions are available. These solutions are becoming increasingly common in both the public and private sectors.
2. All Departments are, therefore, advised that monthly salaries of all employees under their administrative control-including daily wage, work-charge employees and local government employees-shall be disbursed exclusively through digital means effective August 31, 2025. All cash / cheque payments in this regard shall discontinue w.e.f. September 01, 2025.
3. This transition requires disbursement of salaries to be paid via digital wallets or branchless banking platforms (for instance, Bank of Punjab’s Biometric Verification System). The objective is to eliminate manual cash and cheque payments, which have been associated with unauthorized deductions, unverifiable transactions, and delays in wage disbursement.
3. All Administrative Departments are, therefore, required to discontinue cash and cheque payments for salaries of all employees with effect from August 31, 2025 and to adhere strictly to these instructions.
