Pension of retired employees of Defunct Zila Council Transferred to Live Stock Department dt 11.10.2024
OFFICE MEMORANDUM
Subject: Defunct Zila Council
I am directed to refer to the subject and Livestock and Dairy Development Department letter No.SO(B&E)/L&DD/1-32/2016-17(P-IV) dated 19.12.2023.
2. In wake of Promulgation of Punjab Local Government Act, 2013, the administrative control of staff of Zila Councils under control of LG&CD Department who were performing duties at various Government Veterinary Hospitals and Dispensaries, was transferred to the Livestock and Dairy Development Department, Punjab. Consequently 3850 posts of Zila Councils were abolished by LG&CD Department via its Notification No. SO Admn-III (LG)Misc/2016 (P-J) dated 05.04.2017 (copy enclosed) and equivalent number of posts were created in the Livestock and Dairy Development Department vide Finance Department’s letter No. 2-636/17-Vety dated 11.04.2017 (copy enclosed). All employees working on these posts were shifted to the Livestock and Dairy Development Department vide Order No. SO Admn-II! (LG)Misc/2016 (P-I) dated 05.04.2017 (copy enclosed). In addition to these working employees, pensioners who had retired after 14.08.2001 and before 01.01.2017 were also handed over to Livestock and Dairy Development Department, whose pension is being paid by Livestock and Dairy Development Department through Pension Fund in the prescribed manner as per Finance Department’s letter No.1(DG)instructions-1/2016 dated 21.08.2017 & clarification No. FD(PFC)1-32/2017(LG) dated 01.01.2018 and U.O. No. FD(PFC)1-4/2017 (P- III) dated 05.04.2018. Moreover, out of the ex-Zila Council Employees merged in Livestock and Dairy Development Department who retired after 01.01.2017, some are drawing pension from Pension Pay Roll Grant PC21028(28) from Accountant General /District Accounts Offices while other are drawing pension from Assistant Director Livestock offices (A04!!0) through 40% Pension Contribution by Administrative Department.
3. A committee under Convenorship of Minister Livestock and Dairy Development Department with representatives of Additional Chief Secretary, Services & Regulations Wing of S&GAD, Law Department, Livestock and Dairy Development Department and Finance Department was constituted by the then Chief Minister, Punjab, who decided that Finance Department may issue notification for inclusion of pensioners of Zila Councils in Provincial Pension Roll as permanent solution which was duly approved by then Chief Minister, Punjab through Summary dated 18.05.2018.
4. Finance Department hereby clarifies that all ex-Zila Council employees (Pensioners & Active Working employees) who were transferred from LG&CD Department to Livestock and Dairy Development Department in wake of Punjab Local Government Act 2013, are employees working on cadre strength of the Livestock and Dairy Development Department. The Salaries along with admissible Allowance / deductions of such active employees shall be accordingly adjusted and any retiring employees shall be given pension through Pension Pay Roll under Grant PC-21028(28). Similarly, all such previous pensioners who retired after 14.08.2001 till date should be transferred on Pay Roll on immediate basis to draw their pensions from Accountant General Punjab / District Accounts Offices, as the case may be, under Grant PC21028 (28) Pension. It is further clarified that the Finance Department shall no more fund any Pension Contribution @40% of Pay of such employees through a regular budget for the Pension Fund with the Administrative Department.
5. The Administrative Department is advised to share the list of such active / retired employees of ex-Zila Council referred above to the respective Accounts offices i.e. the Accountant General Punjab and District Accounts Offices. Further, the Administrative Department shall be responsible for any discrepancy in the data of employees shared with the Accountant General Punjab and District Accounts Offices. Accountant General Punjab and District Accounts Offices are requested to do the needful to implement the above mentioned instructions and resolve the long standing issue of pension payment to the retired / retiring employees of Defunct Zila Council / Local Government Department who were merged in Livestock and Dairy Development Department.
