Clarification – South Punjab Civil Secretariate Allowance and South Punjab Reallocation Allowance dt 17.06.2021

Subject: Civil Secretariate Allowance
I am directed to refer to your letter No. IT(Finance Department)6- 25/83(Vol.-VI) dated 18.05.2021 on the subject cited above and to state that the case has been examined and observed as under:-

| 1. | That said allowances are admissible only to those officers/ officials working at the strength of S&GAD and posted in South Punjab by the S&GAD Lahore. | South Punjab Secretariat Allowance  is admissible to the officer posted by S&GAD against the post mentioned in the notification No.FD.PR.12-7/2018 dated 08.12.2020. Further, South Punjab Secretariat Allowance has been discontinued w.e.f. 11.02.2020 (For officers in BS-18 & above) and 22.02.2021 (For officers in BS-17) for post who are encoded for Executive Allowance in light of notification No.FD.PR.12- 7/2018 dated 27.04.2021. 2. South Punjab Re-Allocation Allowance is admissible to officers/ officials posted to South Punjab Secretariat @100% of monthly basic pay not receiving South Punjab Secretariat Allowance (Now, replaced with Executive Allowance vide notification dated 27.04.2021) and @75% of the monthly basic pay for officers receiving South Punjab Secretariat Allowance (Now, replaced with Executive Allowance vide notification dated 27.04.2021)/ Police Administration Allowance who are drawing pay from the payroll of of South Punjab Secretariat Departments and 0/0 the Additional Inspector General of Police South Punjab in light of letter No.FD.PR.12-1/2018 dated 11.12.2020. 3. Civil Secretariat Allowance @50%  on running basic pay scale, 2017 granted vide letter No.FD.PR.2- 1/2009 dated 26.05.2018 is admissible to officers who are not receiving Executive Allowance only. However, Civil Secretariat Allowance is admissible to officials of the Punjab Civil Secretariat, Lahore who are posted to South Punjab Secretariat Departments and are drawing pay from the payroll of these departments. |
| 2. | Â That said allowances are not admissible to those officers/ officials posted in South Punjab Secretariat by Departmental orders of the concerned Administrative Secretaries against the cadre posts. | The said allowances are admissible only to officers/ officials posted in South Punjab Secretariat by S&GAD only. |
| 3. | That said allowances are not admissible to the officers/officials transferred from field offices and posted in South Punjab Secretariat (e.g. Mr. Irshad Ahmad Bhatti, Head Clerk Irrigation Department (Field Office) Bahawalpur was transferred & posted by the S&GAD South Punjab Bahawalpur in South Punjab Secretariat. | Officer/ officials posted by S&GAD in South Punjab Secretariat on loan basis are not entitled to these allowances as they are not receiving their pay from the payroll of South Punjab Secretariat Departments. |
