Clarification – Grant of BS17 to Superintendent -Federal dt 20.01.2015
OFFICE MEMORANDUM
Subject: BS17 to Superintendent
The undersigned is directed to refer to this Division’s O.M. No.1(3)R-I/2010/2014 dated 10th September, 2014 and state that AGPR, Islamabad and various Ministries/Divisions/ Departments have raised certain queries for clarification which have been examined and clarified as under:-

| 4. | Whether usual annual increment will be admissible to the presently working Superintendents who have been allowed higher time scale (BS-17) and were eligible for the same prior to the grant of higher time scale i.e. BPS-17 or the option under Finance Division’s O.M. dated 14-10-1975 would be required for re-fixation of pay on 1st December, 2014? | Yes. They are entitled to exercise option in terms of Finance Division’s O.M. dated 14-10-1975/ FR-22 for re-fixation of pay after availing increment due on 1st December in previous scale. |
| 5. | The Superintendents who are proceeding on retirement before 30th November and are eligible for the annual increment for pension purpose will get the benefit of increment in BPS-17 toward pension? | No. However, they are eligible for annual increment in the scale which they were holding prior to grant of time scale (BPS-17) and have completed six (06) months service in the year of retirement in the light of Finance Division’s O.M. No. 3(20)R-2/98 dated 08-9-1990. |
| 6. | Whether grant of pre-mature increment, rental ceiling and medical allowance in BPS-17 is admissible to Superintendent. | No. |
| 7. | Whether Senior Private Secretary (BS-19) and Superintendents (BS-17) are allowed the benefits of telephone ceiling of BS-19/17 etc. | No. |
The undersigned is directed to convey that the Prime Minister has been pleased to accord approval to the grant of higher time scale to the Superintendents (BPS-16) in Federal Government Ministries/Divisions/Attached Departments/Subordinate Offices with immediate effect as under:-
- One time grant of BPS-17 to all Superintendents working in BPS-16 irrespective of their length of service.
- In future three(03) years satisfactory service as Superintendent BPS-16 may be prescribed for grant of BPS-17 to them.
The grant of higher time scale will be subject to the following terms and conditions:-
- The recruitment rules, nomenclature/tier of the posts and seniority of the Superintendents shall remain intact.
- The grant of higher time scale will be subject to fitness of candidates and recommendations of the relevant DPC.
- On grant of higher time scale pay will be fixed at the next above stage in BPS-17 and no premature increment is admissible.
- On grant of higher time scale there shall be no change in the entitlement/admissibility of rental ceiling/House Rent Allowance/Medical Allowance.
