Subject: Biometric Verification for Pensioner
No.FD(W&M)9-125/2022. In exercise of the powers conferred under Article 119 of the Constitution of the Islamic Republic of Pakistan, Governor of the Punjab is pleased to make the following amendments in the subsidiary Treasury Rules issued under the Treasury Rules (Punjab), with immediate effect:
AMENDMENTS
In the Subsidiary Treasury Rules issued under the Treasury Rules (Punjab):
- Under the heading ‘DEFINITIONS’:
- in the second paragraph, after the word “terms” and before the words “Currency Office”, the expression “biometric verification”, “shall be inserted; and
- before the definition of “Currency Office” in third paragraph, the following shall be inserted: “biometric verification” includes fingerprints, facial recognition, hand geometry, iris recognition, retinal identification, voice recognition, keystroke dynamics, handwritten signature or any other means of biometric verification of identity of an individual approved and adopted by National Database and Registration Authority.”
- After rule 4.107, the following shall be inserted:
“4.107-A (1) Subject to the effective date notified by the Finance Department, a pensioner withdrawing pension under these rules shall undergo biometric verification after every six months from any branch of the scheduled bank maintaining his account.
(2) In case the pensioner is residing abroad or is unable to undergo biometric verification due to medical or biological condition as certified by the Medical Superintendent of any Government hospital in the district where the pensioner is residing, then the pensioner shall provide a life certificate signed by a person authorized under rule 4.105.
3. 107-B A declaration in form S.T.R 39 shall be obtained on a half yearly basis from the pensioner whose pension is terminable by marriage or re-marriage. The said declaration shall be submitted to that branch of the scheduled bank where the pensioner underwent biometric verification.”
