Anticipatory Pension Procedure – AG dt 04.08.2023
This document serves as a detailed guideline for the implementation of the Anticipatory Pension process for employees of the Government of Punjab, as per the recent amendments in the Punjab Civil Services Pension Rules. These amendments were communicated through letter No. FD.SR.III.4-144/2019 (Pt-I) dated 19-06-2023, and are to be implemented promptly.
Purpose of Anticipatory Pension
Anticipatory Pension is designed to ensure that retiring employees start receiving their pension without delay, specifically 65% of their last drawn basic pay. This provisional arrangement is critical in maintaining financial stability for retirees while their formal pension sanction is processed.
Steps for Implementing Anticipatory Pension
1. Initiation by Pension Lab
The Anticipatory Pension process begins with the Pension Lab or the Pension Processing Officer.
- Generate List of Retirees: On the 1st of each month, a list of employees scheduled to retire is generated.
- Provide List to Pension Coordination Section: This list is forwarded to the Pension Coordination Section and the Payroll Section.
2. Coordination and Verification
- Communication with Payroll Section: The Pension Coordination Section communicates with the Payroll Coordination Section on the 1st of each month to verify the details of employees retiring from the audit jurisdiction.
- Verification of Employee Details: The Payroll Section confirms the retiree’s date of birth and basic pay, making any necessary corrections.
3. Record Maintenance
- Register Maintenance: The Pension Coordination Section maintains a register with details of each pensioner, including name, personnel number, and anticipatory pension amount.
- Validation and Processing: The AO Pension Section validates the list and forwards it to the Pension Coordination for processing, ensuring proper record maintenance.
4. Execution and Simulation
- Execution of Anticipatory Pension: The Pension Lab executes a simulation test of Anticipatory Pension cases and provides the list to the Pension Coordination Section.
- Final Verification: The Pension Coordination Section shares the final lists with the Pension Section for a final verification.
5. Communication and Follow-Up
- Notification to Departments: The Pension Coordination Section sends an intimation letter to the respective departments after verifying the successful processing of the anticipatory pension roll.
- Regular Pension Processing: Upon receipt of regular pension cases, the respective pension section follows the normal procedure for processing.
Responsibilities of Different Sections
Pension Lab
- Generate a list of retirees.
- Execute simulation tests for Anticipatory Pension cases.
Pension Coordination Section
- Communicate with the Payroll Section.
- Maintain a detailed register of pensioners.
- Send verification and intimation letters to departments.
Payroll Section
- Verify employee details and correct any discrepancies.
- Coordinate with the Pension Processing Officer for accurate data.
AO Pension Section
- Validate the list of pensioners.
- Ensure proper record maintenance.
Timeline and Communication
- Monthly Execution: Anticipatory Pension will be executed on the 15th of each month or on the approved date for the payroll run.
- Half-Yearly Intimation: Departments will be informed on a half-yearly basis about cases due but not submitted.
- Yearly Review: Anticipatory Pension will continue for a year; if the formal case is not received within this period, the pension will be stopped.
Important Notes
- All communications among sections must be in writing.
- This procedure is issued with the approval of the Accountant General Punjab.
