Please refer to your letter no. DAO/BWP/GAD-I/HM/820 dated: 28-07- 2006 on the subject captioned above.
Prior concurrence of the Finance Department is not required in this case. However supernumerary posts have to be created from the Finance Department to admit the arrear claim of the officer. This contention has also been endorsed by the Honorable Judge of Lahore High Court Bahawalpur bench, Bahawalpur in his Judgment dated: 18-01-2002.
