Subject: Administrative Courts
I am directed to refer to your letter bearing No.IT(FD)3-2/2015(A.I), dated 27.06.2022 on the subject noted above and to convey that Judicial & Utility Allowances are admissible only to the Members of the Establishment of the Lahore High Court, Lahore, Subordinate Judiciary and its Court Staff. The employees of Consumer Courts do not come under the Administrative Control of Hon’ble Lahore High Court, Lahore. As employees/members of the Subordinate Judiciary. The employees of Consumer Courts which are erroneously in receipt of Judicial / Utility Allowance in contravention to Finance Department’s Notification No. FD.SR-1/9/1/99 (P-I), 18.06.2010 (Copy enclosed) are liable to stoppage of that allowances and erroneous amounts are liable to be recovered.
2. Moreover, the District Accounts Offices mentioned in above referred letter may be asked to explain the circumstances which lead them to extend the benefit of Judicial and Utility Allowances in favor of employees of Consumer Courts, without even concurrence of this department and clearly in contravention to Finance Department’s above referred policy letter.
