Advance Increment on Acquiring of M.Ed Degree dt 26.03.2025

Subject: Acquiring of M.Ed Degree
I am directed to refer to your application No. 02162 dated 19.01.2023 on the subject cited above and to state that your claim regarding grant of advance increments on acquiring the qualification of M.Ed is not acceded on the following grounds:
- Finance Department awarded advance increments on acquiring the higher qualification over and above the prescribed qualification in the Service Rules to different categories of teachers, i.e., PST, EST & SSTs in term of Para-15 of this Department’s circular letter No.FD.PC.2-1/83 dated 25.08.1983.
- However, Subject Specialist teachers were not granted advance increments in the letter ibid. There was no scheme of advance increments to Subject Specialist was in field till the discontinuation of scheme of advance increments i.e. 01.12.2001.
- Further, advance increments were granted on acquiring the higher qualification over and above the prescribed qualification of the category whatever may be. As per School Education Department’s Service Rules, 1987, the basic qualification for recruitment of Subject Specialist is M.Ed which is not over & above the basic qualification for grant of advance increments.
- District Accounts Officer, Multan rightly refixed the pay after discontinuation of three advance increments of M.Ed which were granted to them contrary to the policy of the Government as mentioned above and in good faith recovery was not made. The judgments referred in the application stopped the recovery from petitioners in lieu of advance increments not entitled them for advance increments.
- Finance Department further observes that Subject Specialists were considered for grant of advance increments in the light of Para-16 of this Department’s circular letter No.FD.PC.2-1/83 dated 25.08.1983 being educationists. However, there is no provision of advance increments on acquiring / possessing local Master’s degree in the said policy letter.
- Foregoing in view, the order dated 15.11.2024 of District Accounts Officer Multan is according to the policy of the Finance Department and the same is endorsed.
