Special Judicial Allowance to the Employees of Punjab Service Tribunal PST dt 01.11.2024

Subject: Special Judicial Allowance
I am directed to refer to your letter No. KMP&R/2-3A(iv)/7/2021-24/4641, dated 13.06.2024 on the subject and to state that the case has been examined and observed that as per provision of the Punjab Service Tribunals (Amendment) Act, 2013 (VXII of 2013), the Chairman PST is empowered to re-appropriate funds from one head of account to another head of account or sanction expenditure form within the budget allocated to the tribunal and approval of the Government for the purpose shall not be required.
The said provision does not empower him to grant any allowance(s) to the employees of PST. Therefore, order of Chairman, PST bearing No. PST/REG/ADMN/189/2024, dated 22.05.2024 (copy enclosed) regarding grant of Special Judicial Allowance equal to 1.5 times of running Basic of Basic pay Scales, 2022 to the employees of PST, Lahore, is not covered under the provisions of the Act ibid.
In exercise of powers conferred under section 7(1)(2) of the Punjab Service Tribunal Act, 1974 (Amended Act, 2013), the Hon’ble Chairman/Principal Accounting Officer of Punjab Service Tribunal, Lahore has been pleased to grant Special Judicial Allowance (A0120K) equal to 1.5 times of running Basic Pay of Basic Pay Scales, 2022 to the employees of Punjab Service Tribunal, Lahore against the sanctioned posts of BS-1 to BS-17 & above with immediate effect.
The expenditure involved will be debited to “Grant No. PC21010-(010)-GA-Q4091 (L04011) under object Heads (A0120K) Special Judicial Allowance under the Budgetary Provision on the monthly salaries of the employees who are appointed against the sanctioned posts of BS-1 to BS-17 & above.
The Special Allowance 25% (A0124H) of 2021 and Special Allowance 15% (A0124T) of 2022 are hereby discontinued with immediate effect.
