Subject: drawl of Salary
Please refer to your letter bearing No.DAO/BWN/PR-I/HM/691 dated 16.12.2020 on the subject cited above.
2. Attention is invited towards Government of the Punjab, Finance Department letter No. SOR-II(S&GAD)2-52/73 dated 29.11.1975 (copy enclosed) which clearly states that a vacant post for draw of salary is required. If the post is not available, then the supernumerary post should be created for draw of pay and allowances from back date.
3. It is further added that the Departmental Promotion Committee is the competent authority to ascertain the cases for grant of proforma promotion from any previous date. If the Departmental Promotion Committee, considers under certain reasonable circumstances for antedated promotion due to dispute of seniority etc. The orders of the Departmental Promotion Committee shall be considered as final.
4. You are therefore advised to decide the case accordingly.
