Establishment of Quality Assurance Cell -AG dt 18.01.2022
OFFICE MEMORANDUM
Subject: Quality Assurance Cell
In continuation of office order No.TM-11/136 dated 13.07.2021 for achieving better efficiency and effectiveness in the main office and DAOs. Quality Assurance Cell is established in the Main Office on the directions of CGA office letter vide No. 413/ CGA/ QAC/ Misc./ 2019-20.
2. Consequent upon the above directions. Quality Assurance Cell will be consisting of the following staff:

The tasks of the QAC will be as under: –
- QAC will be a monitoring body for maintenance and enhancement of quality of services being delivered by this office.
- QAC will report to Accountant General Punjab, through DG (DAOs).
- QAC will be assisted by SAP consultants and will focus on generating regular reports from the SAP system to identify doubtful transactions or areas of risk in the system that may lead to wrongful payments, incomplete/ wrongful data in the system. Such reports will be generated weekly. fortnightly and monthly basis for each District Accounts Office and payment sections of AG office.Â
- Accounts officer/Assistant Accountant General QAC shall submit relevant reports directly to the Director General (DAOs). The DG (DAOs) will convey such reports to the concerned quarter for necessary action, with the approval of AG Punjab.
- Any exception report identified by the QAC, may be handed over to internal audit or other concerned sections for further investigation and scrutiny through periodic field audits. Such reports will also be also be sent to concerned offices/sections/departments for response or corrective action.
- QAC will ensure quality in the working of offices of the Accountant General Punjab as well as in District Accounts Offices by ensuring heightened level of clarity and focus in organizational functions.Â
- QAC will carry out inspections of MIS by analyzing old records in the SAP system. It will also highlight weaknesses and recommend suggestions for improvement with the help of SAP resources.
- QAC will focus on new functionalities in the SAP system and will suggest improvements to FABs. Furthermore, it will also strengthen the internal control of this office.
- QAC will operate independently in liaison with other sections. All the sectional in-charge and Coordination sections and DAOs will extend full cooperation with QAC in execution of various tasks.
- QAC will also undertake risk assessment on the basis of complaints received through complaint cell. on PM Portal and in vigilance sections of CGA as and when directed by DG (DAOs). These complaints will be given priority for inspection.
- QAC will pay occasional/surprise visit of DAOs and different sections of AG office to observe and report regarding provision of quality service to the client as well as to facilitate quality in SAP reporting.
- QAC will identify hurdles and suggest improvements in prompt service delivery by AG office and DAOs.
- QAC will identify grey areas to avoid any wrong/fraudulent payments and suggest improvements therein.
- QAC will report about delinquent employees to the administration who fail to observe SOPs.Â
- QAC will also maintain records for various programs and activities leading to quality improvement.
- Â The Quality Assurance Cell will submit reports, duly reviewed and analyzed by the authority to the Controller General of Accounts after proper review, analysis and approval by the competent authority.Â
- QAC’s personnel may be awarded special honorarium on the basis of their extraordinary performance.
