Grant of Annual Increment on Fresh Appointment through Proper Channel dt 25.03.2019

Subject: Annual Increment
Kindly refer to your letter bearing No. TM-1/1-1A/2017-18/2509 dated 17.10.2018, on the subject noted above.
2. The case has been examined. The Finance Department observes that Mr. Adnan Ahmad was appointed as Junior Clerk (BS-11) in the LHC Lahore through proper channels and his pay was protected under Rule 4 4 of the CSR Punjab Volume-1, Part-1. As such, he is also entitled annual increment in the same scale on his fresh appointment in BS-11 under the provision of Rule 7 of Pay Revision Rules, 1977, which clearly states that the increment in the Revised National Pay Scales shall fall due on the 1st day of December following the completion of at least six months service at a stage in the relevant Revised National Pay Scale.

2. It is submitted that one Mr. Adnan Ahmad was appointed as Data Entry Operator BPS-11 in Punjab Public Service Commission. w.e.f. 01.10.2007 on regular basis and further he got appointment in the Lahore High Court Lahore w.e.f. 12.08.2014 as Junior Clerk in BPS-11 through proper channel.
3. The initial substantive pay of a Government Servant who is appointed substantively to a post on a time-scale of pay is regulated under Rule 4.4(a) (iii) of CSR. Punjab Vol-1, Part-1. The admissibility of Annual increment on 01.12.2014, it is crystal clear under Rule 7 of Pay Revision Rules, 1977, the annual increment is due on 1st day of December of each year to a civil Servant following the completion of at least six months service at a stage in the relevant pay scale.
4. This office may be guided that a civil servant who has got a fresh appointment is entitled to take benefit of annual increment on 01.12.2014 by counting his previous service rendered in previous cadre (PPSC as KPO) on appointment in new cadre in the same scale i e. BPS-11 in Lahore High court Lahore as Junior Clerk by joining fresh appointment.
