Subject: Shortfall Increments
Kindly refer to the subject noted above.
Find enclosed herewith copy of letter received from the office of the Chief Inspector of Treasuries & Accounts vide No. IT(FD)(TT) 1- 11/2019(Regulations), dated 22-10-2024 along with Finance Department Lahore letter No. FD.SR-V.12-1/2024(EFOS), dated 18-10-2024 which is self-explanatory on the subject matter.
The instructions issued by the Finance Department Lahore may please be implemented in letter & spirit.
I am directed to refer to the District Accounts Officer, Bahawalpur letter No. DAO/BWP/EDU(PR-I)/HM/2456 dated: 07.08.2024 addressed to the Inspector of Treasuries & Accounts, BWP & DG Khan Divisions, on the subject cited above, and to endorse clarification vide No.FD.SR-V.12-1/2024(EFOS) dated: 18.10.2024, along with enclosure, received from the Section Officer (SR-V), Government of the Punjab, Finance Department, for proceeding further in the matter.

i | Mst. Tehmina Sadia was appointed as SV Teacher on 02.10.1993 and availed one advance increment w.e.f. 02.10.1993 on the basis of M.A. degree. Later on, she promoted as SST w.e.f. 20.03.1999. SED granted her two advance increments of M.A from the date of her promotion as SST i.e. 20.03.1999 vide order dated 18.10.2021. DAO Bahawalpur declined the same benefit to her and requested for advice as to whether the lady teacher who was promoted from EST to SST on the basis of M.A is entitled for two shortfall increments in light of notification dated 18.10.2021 or otherwise. | In term of Finance Department’s letter No.FD.PC-2.1/83 dated 25.08.1983 (copy enclosed), vide proviso of para 15 of Revision of Pay Scales, 1983 clearly explains that: “A Primary, Middle or High School teacher, as the case may be, who has already drawn increments for possessing higher educational qualifications shall be allowed increments equal to shortfall in the number of increments if any, between the increments drawn by him and the increments which have now been prescribed.” It is evident from the proviso, that the shortfall increments mean the difference in number of advance increments for a qualification drawn prior to Revision of Pay Scales, 1983 and those now prescribed in the Revision of Pay Scales, 1983 for the same qualification, and in the same cadre. It does not mean that if a teacher gets less benefit of advance increments in lower cadre for a qualification in terms of Revision of Pay Scales, 1983; he/she shall be allowed shortfall increments for the same qualification in higher cadre. It will tantamount to a double benefit in light of this Department’s clarifications contained in its letters No.FD.PC.12-5/84(Pt-IV) dated 29.11.1999 and No.SO(TT)2-3/89(Pt-II) dated 07.03.2006 (copies enclosed). Hence, she is not entitled for two advance increments of M.A on her promotion as SST. |
