Subject: e-Procurement Implementation
I am directed to refer to this office letter No. (I&C-I) 5-4/2024 dated 09.05.2024 on the subject and to state that the government of the Punjab is going to notify the Procuring Agencies (PAs) of the level of Administrative Departments/Directorate Generals/Autonomous Bodies/Special Institutions/Authorities/Government Owned Companies/Universities/ Offices of the Divisional Commissioners /RPOs/DCs/DPOs/District Councils and other District Level offices of the field formations of all Administrative Departments including all THQS and MCS at tehsil level under newly notified Punjab Procurement Rule 3A of PPR-2014, which stipulates as under;
3A. E-Procurement
- A procuring agency, as and when notified by the Authority, shall carry out the public procurement through e-Procurement: Provided that a procuring agency, not notified by the Authority, may also carry out the public procurement through e-Procurement.
- A procuring agency shall carry out e-Procurement in such manner as prescribed in the regulations or guidelines issued by the Authority.
- A person, sole proprietor, firm, contractor, company, consultant and any public or private organization shall be eligible to participate in e-Procurement subject to registration and payment of such fee as fixed by the Authority.”
2. Logins for e-PADS have been created by the Authority with the help of department focal persons. All Administrative Secretaries are requested to please ensure that the above mentioned PAs under their respective domain are ready to conduct procurement through EPADS after 1.10.2024. In case, if any Procuring Agency has still not received their e-PADS login, the information of the focal person and office (PA) may please be shared in the format mentioned below by 25.09.2024 on the email; muhammad.ashfaq@pitb.gov.pk in word format;

3. It is clarified that, all Procuring Agencies notified under Rule 3-A of PPR-2014, shall be required to conduct all procurement transactions through e-Procurement system (EPADS) as per the features developed and available within the system, failing which shall be treated as mis-procurement.
