Subject: Dependent Disabled Child
Kindly find enclosed herewith AGPR Islamabad letter No. PFC/Coord/SO/LHR/2019-20/1838 dated 15.07.2021 along with a copy of the Finance Division Regulation Wing for information and necessary action please.
2. The family pension cases of dependent disabled/retarded children of deceased pensioners may be dealt with in terms of para-8(b) of Finance Division, Islamabad’s O.M No. F.1(2)-Imp/94(i) dated 15-06-1994. However, Finance Division issued clarification in this regard vide their letter No. F.2(2)-Reg.6/2011-511 dated 10-05-2019 (copy enclosed) according to which the replies of the queries raised by your office are tabulated below:

01. | Whether the disabled children of deceased pensioner would still to be considered as “dependent” although having their own children and families independently (in terms of Finance Division’s O.M dated 15-06-1994)? | According to the above mentioned clarification of Finance Division, the word “dependent” is used for grant of family pension to disabled/retarded children, therefore, if claimant is a disabled married person and has/can support his own family, he cannot be considered as dependent and qualified for grant of ordinary family pension. |
02. | Whether civil surgeon of Federal Medical Dispensary is competent to issue disability/retarded certificate or not? | A medical certificate of disability from designated Government Civil Surgeon would be sufficed to establish dependency. |
03. | Whether the percentage of disability is also to be applicable for grant of such pension? | The Finance Division does not refer to the percentage of disability for grant of family pension to the dependent disabled/retarded children. As per practice in vogue in this office, the family pension is granted to such a disabled/retarded child on the basis of his physical status i.e. “Not fit to work” mentioned in the disability certificate proving his dependency. |
