Subject: Amendment in Punjab Delegation of Financial Power
No. FD (FR) II-2/89-Pt-I. In exercise of the powers conferred under Section 48 of the Punjab Public Financial Management Act, 2022 (XXXVII of 2022), Governor of the Punjab is pleased to make the following amendments in the Punjab Delegation of Financial Powers Rules, 2016, with immediate effect:
AMENDMENTS
In the Punjab Delegation of Financial Powers Rules 2016, in the Second Schedule, in Part-I, in Sr. No. 8:
(a) in column No.3, for clause (iii), the following shall be substituted:
“(iii) District Development Committee (DDC).”
(b) in column No.4, for existing entries, the following shall be substituted:
“Up to Rs.800.000 million.
Up to Rs.400.000 million – Provincial Government Schemes.
Up to Rs.100.000 million – District Government Schemes; and”
(c) after Note-3, the following shall be inserted:
Note 4: (i) The composition of District Development Committee (DDC) shall be as under:
- (a) Deputy Commissioner – Chairman
- (b) Additional Deputy Commissioner (Finance & Planning) – Member
- (c) Executive Engineer C&W Department – Member
- (d) Executive Engineer Irrigation Department – Member
- (e) District head of concerned Department – Member
- (f) Deputy Director (Development) P&D Department – Member/Secretary
(ii) The District Development Committee (DDC) shall have power to approve development projects upto the value of Rs.100.000 million funded by the Provincial Government pertaining to:
- (a) Education
- (b) Primary & Secondary Healthcare
- (c) Public Health
- (d) Water Supply, Sewerage & Sanitation
- (e) Roads / Farm to Market
- (f) Public Buildings
- (g) Any other Sector / Program assigned by the Government
