Subject: Upgradation of Clerical Posts
I am directed to refer to this Department’s notification of even number dated 10-09-2007 on the above-mentioned subject and to state that certain quarters have sought clarifications as to what extent the notification is applicable to the contract employees appointed against the civil posts. It is accordingly clarified that: –
- Vide this Department’s notification No. FD.PC/32-7/2007, dated 10- 09-2007 all the posts of Junior Clerks, Senior Clerks and Assistants / Head Clerks have been up-graded along-with the incumbents. Similarly all employees in BS-1 to 4 have been allowed to move one scale up in their respective pay scales with effect from 01-07-2007. It is irrespective of the fact whether these posts are under the control of Administrative Departments, District Governments, or in Special Institutions of the provincial Government
- Contract appointment is only a mode of appointment against a sanctioned post. Therefore, where contract appointments are made in the prescribed pay scale of the post, the incumbents, under the Contract Appointment Policy dated 29-12-2004, are treated at par with regular civil servants. They are, therefore, entitled to subsequent increases in pay, allowances or enhanced scales as admissible to their counterpart civil servants. Administrative Departments may, therefore, revise terms & conditions of appointments of contractual employees to the extent of scale of their posts.
- The Clerical Posts have been up-graded on a permanent basis in pay scales BS-7, 9 & 14 respectively. The incumbents of these posts, irrespective of the fact whether they are employed on regular or on contract basis, have been up-graded with effect from 01-07-2007. New recruitments after 01-07-2007 against these posts will be made in upgraded pay scales.
- All the incumbents in BS-1 to 4 who were in service on 01-07-2007 have been allowed to move one scale up in their respective pay scale with effect from 01-07-2007. The posts in BS-1 to 4 have not been upgraded on a permanent basis. Hence the new recruitments against this category after 01-07-2007 would be made in original pay scales i.e. in BS-1 to BS-4.
Further necessary action may kindly be taken accordingly.
